Yes, Romania still has a relatively large petrochemical industry (not only that the Ploiesti refineries were rebuilt after the war, but many other larger refineries were built throughout the country, especially in the 1960s-70s), but it uses mostly imported oil.
This is because, after peaking in the mid 1970s, internal oil production began to shrink as oil fields were nearing depletion (in 2007 internal oil production was just 32.6 bn barrels).
