Refining oil?

I'm not against off-shore drilling for oil. I just wondered if we have the facilities to refine it.Refining oil?
We need to build refineries at the same time as we drill for more oil. The refineries we have now are running at about 85% capacity. When they try to run much higher than that there are increased breakdowns and repair time and expenses. Despite everything you hear about how many years it will be before we see the effects of new drilling the oil companies say new oil fields can be developed and producing in about three years. Construction of a new refinery would take about the same time. What are we waiting for? Lets start building.Refining oil?
