Why Malaysia government only selling crude oil oversea and never try to refine oil in Malaysia ?

What are the reasons Malaysia government never try to refine oil in Malaysia but export directly to oversea ?

probably they do not want to make the necessary investment required to process the oil when they can make money exporting directly. many third world countries rely on raw material exports to sustain their economies.
