With all this talk about refineries, how many foreign countries refine oil in the U.S. besides Mexico?

I know that Mexico sends crude to the U.S., has it refined and returned to Mexico. Are other foreign countries using our facilities too?

And since this is true, why are people complaining about 'no new refineries' to process OUR oil (present or future drilling) when the congress voted to allow foreign governments to profit from our existing facilities? With all this talk about refineries, how many foreign countries refine oil in the U.S. besides Mexico?
Not enough according to Dems.

Dems don't want any American companies to be in the oil business. We should be beggars to foreigners like OPEC and Chavez. With all this talk about refineries, how many foreign countries refine oil in the U.S. besides Mexico?
There are some countries in Europe that refine our oil as well (I think it is Ireland or the UK). The problem with building new refineries here is that not all of them will send oil into the country. It is cheaper to refine oil for other countries than it is to refine for the US. So when people like to make quick and lots of money, they will just refine oil for other countries.
